Interest-free loans are provided for low-income earners who need emergency expenses due to illness, disaster, or other special reasons. In principle, a joint guarantor or one guarantor is required.

Eligible person
Those who meet all of the following requirements
- Those who need emergency expenses (excluding those receiving public assistance, etc.) and find it difficult to borrow from others (Note 1)
- Redemption is certain (e.g., payment status of special ward tax, metropolitan tax and national health insurance premiums is good, there is no delinquency in other welfare funds that Itabashi Ward lends, etc.)
- Head of household
- In principle, have an address in the ward
- I have not received this loan
- not (jointly and severally) guarantor of this fund
- Income is below the standard amount (Note 2)

(Note 1) Lending is not available to those who are eligible to borrow the Social Welfare Council's livelihood welfare funds.
(Note 2) If the loan category is “funeral expenses, etc.”, the amount is 4.5 times the amount of the standard living expenses under the Public Assistance Law.

If repayment is not made by the designated date, a penalty of 10.95% per annum will be incurred on the principal.
Guarantor
A joint guarantor or guarantor must meet all of the following requirements:
- As a general rule, you have lived in the ward for more than 3 months.
- A person who has a certain occupation, earns an income equal to or higher than that of the borrower, and is an adult who is independently living.

About application
The person who wishes to borrow must come. (Please call before coming to the office.)
It takes about 5 days (excluding Saturdays, Sundays, and holidays) for the loan, and multiple visits to the agency are required due to requirements screening, cash preparation, etc.
Loan system for groups other than the ward
Tokyo Council of Social Welfare
There are various loan systems. For details, please contact the Itabashi Ward Council of Social Welfare (03-3964-0556) or visit the website (link at the bottom of this page). However, households who are permanently in need of general living due to having no or low income are not eligible.
