What is the Housing Security Benefit?

Among those who are in financial difficulty due to job separation or unavoidable leave of absence, etc., and who have the ability and willingness to work, we will provide housing expenses to those who have lost or are likely to lose their housing. The Minato Ward Life and Employment Support Center provides employment support, etc., and provides support for securing housing and employment opportunities.
From April 1, 2020, the age requirement was abolished, and those over 65 years old were also eligible.

Payment of an amount adjusted according to income, up to the following maximum amount

All of the following apply

(1) Being financially destitute due to job separation, etc., and being homeless or at risk of being homeless.
(2) On the date of application, it has been less than two years since the date of separation from employment, etc., or income has decreased due to unavoidable leave of absence, etc., and the situation is equivalent to separation from employment, etc.
(3) was the primary source of livelihood prior to separation from employment; (Including cases where the person was not the main breadwinner before leaving the job, but became the main breadwinner at the time of application due to divorce, etc.)
(4) The total amount of income of the applicant and persons belonging to the same household as the applicant in the month in which the application date belongs must be less than or equal to the amount shown in the following table ("income standard amount"). (income includes public benefits)

(6) Apply for a job at Hello Work and conduct job-hunting activities with sincerity and enthusiasm with the aim of finding regular employment.
Until April 29, 2020, it was necessary to register with Hello Work and apply for a job, but from April 30, 2020, registration with Hello Work, Recruitment application has become "unnecessary".
After January 1, 2021 , if you quit your job or close your business, you will be required to register with Hello Work and apply for a job .
In addition, once a month, you will be asked to send a document describing the status of your job-hunting activities by mail. For more information, please see "About job search requirements" below.

(7) Neither the applicant nor anyone belonging to the same household as the applicant has received loans (job training benefits) under national employment policies or similar benefits provided by local governments, etc.
(8) Neither the applicant nor anyone who belongs to the same household as the applicant is a member of an organized crime group.

If you are a sole proprietor and use rent as a business expense, that rent is not eligible for benefits.

Rent already paid at the time of application is not covered.

Requirements for job-seeking activities (After receiving the scholarship, the following activities are required)

Aiming for regular employment (*), the following job-hunting activities are required for payment. Failure to comply with this requirement may result in suspension of benefits.

*For the time being, job-seeking requirements have been relaxed as follows.

*Regular employment refers to those whose employment contract does not stipulate a period of employment, or whose employment period is stipulated for 6 months or more.
・This is a requirement for all recipients, including self-employed and freelancers. In addition, there is no problem in carrying out various activities after satisfying all the above requirements.

Payment amount of housing security benefits

・If the total monthly household income is below the standard amount, the housing security benefit payment amount will be the rent amount. (Rent amount is limited to the amount of *1)
・If the monthly household income exceeds the standard amount and is less than the "income standard amount", the amount will be calculated by the following formula.
* From July 1, 2020, the calculation method has been changed as follows.
Amount of housing security benefit payment = standard amount + actual rent amount - total household income for the month
However, the amount of payment is limited to the amount of *1.

(3) Identity verification documents (one of the following, but two or more if the certificate does not have a face photo)

(5) Income-related documents
From June 8, 2020, it is no longer necessary to submit documents that prove your income. However, if the ward determines that confirmation is necessary, it may ask you to submit the following documents.

Regarding repayment of housing security benefits (special measures: until March 31, 2023)

The requirements for repayment of the housing security benefit have been relaxed, and it is now possible to apply for repayment only for 3 months even in the case of a decrease in income due to resignation, closure of business, suspension of business, etc., other than dismissal due to company circumstances.
*The application period has been extended to "until March 31, 2023".
The above eligibility requirements and application method are the same as for new applications for repayment.
