Exemption from long-term care insurance
Those aged between 40 and 65 are Category 2 insured persons under the long-term care insurance, so they are included in the National Health Insurance premiums. However, if you are in a facility exempted from long-term care insurance application listed below, you will no longer be a long-term care insurance category 2 insured person by notification, and you will not need to pay the "long-term care portion". In addition, if the above person leaves a facility exempted from long-term care insurance, it is necessary to notify that fact. When notification is required
- When a person between the ages of 40 and 65 enters (or leaves) a facility exempted from long-term care insurance
- When a person in a facility exempted from long-term care insurance reaches the age of 40
- When the facility you enter becomes a facility exempted from long-term care insurance

a. Long-term care insurance exempt facility
Please check with the facility you are staying at or the contact information listed in the "Health and Welfare Counseling Desk for Persons with Disabilities" on the related page below to see if your facility is exempt from long-term care insurance.
According to Article 11, Paragraph 1 of the Long-Term Care Insurance Law Enforcement Law and Article 170, Paragraph 1 of the Long-Term Care Insurance Law Enforcement Regulations
- Designated support facility for persons with disabilities (Limited to persons with physical disabilities who are admitted to the facility.)
- Support facilities for persons with disabilities (Limited to persons with disabilities who are in facilities pursuant to the provisions of Article 18, Paragraph 2 of the Act on Welfare of Persons with Disabilities, and who are involved in daily life care.)
According to Article 170, Paragraph 2 of the Enforcement Regulations of the Long-Term Care Insurance Act
- Medical facilities for disabled children prescribed in Article 42, Item 2 of the Child Welfare Law
- Medical institutions designated by the Minister of Health, Labor and Welfare under Article 6-2-2, Paragraph 3 of the Child Welfare Act (limited to hospital beds that provide treatment, etc. related to the designation)
- A facility established by Nozomi no Sono pursuant to Article 11, No. 1 of the Nozomi no Sono Law
- National sanatoriums for Hansen's disease, etc. prescribed in Article 2, Paragraph 2 of the Act on Promotion of Resolution of Hansen's Disease Problems (limited to the part where the treatment prescribed in Article 7 or Article 9 of the said Act is provided)
- Relief facilities prescribed in Article 38, Paragraph 1, Item 1 of the Public Assistance Law
- Facility related to the business necessary to support the nursing care received by the disaster workers as stipulated in Article 29, Paragraph 1, Item 2 of the Industrial Accident Compensation Insurance Act. and to admit a person who finds it difficult to receive nursing care at home and provide necessary nursing care to that person.)
- Support facilities for persons with disabilities (limited to those pertaining to persons with intellectual disabilities who are admitted pursuant to the provisions of Article 16, Paragraph 1, Item 2 of the Law for the Welfare of Persons with Intellectual Disabilities)
- Designated support facilities for persons with disabilities (Receiving payment decisions (limited to life care and facility admission support) pursuant to the provisions of Article 19, Paragraph 1 of the Law for Comprehensive Support for Daily and Social Life of Persons with Disabilities limited to those pertaining to mentally handicapped persons and mentally handicapped persons who are admitted as
- Designated disability welfare service provider under Article 29, Paragraph 1 of the Law for Comprehensive Support for the Daily and Social Life of Persons with Disabilities, who provides comprehensive support for the daily and social life of persons with disabilities. Facilities stipulated in Article 2-3 of the Ordinance for Enforcement of the Law (limited to facilities that provide recuperative care as stipulated in Article 5, Paragraph 6 of the same law)
