The Pollution-Related Health Damage Compensation System is based on the Law Concerning Compensation for Pollution-Related Health Damage. Established in 1974 with the aim of providing prompt and fair protection and ensuring the health of victims of health damage by providing compensation, etc., and carrying out projects necessary for the welfare of victims. Did.
note that, Itabashi Ward was designated as a Class 1 area (atmospheric) on December 19, 1975, but the designated area was later canceled on March 1, 1988. We do not accept applications.

Details of Compensation Benefits
For those who have a Pollution Medical Techobook, renewal examination of certification and payment of compensation benefits are performed.
The types of compensation benefits are as follows. (Please contact us for more information.)
1 Medical benefits and medical expenses
Benefits related to medical examinations and treatments provided by doctors, etc. If you visit a medical institution for a certified disease, by presenting your Pollution Medical Record Book, you can receive treatment, etc. for the certified disease at no cost to you, in principle.
2 Disability compensation fee
Provided as compensation for damage caused by certain disabilities related to certified diseases. Those with a degree of disability of 3 or higher are eligible for payment.
3 Medical allowance
Provided under certain conditions in order to cover miscellaneous expenses such as transportation expenses related to hospitalization and outpatient visits. (For details, please see the section on medical care allowances below.)
4 Compensation for bereaved family
In the event of death due to a certified disease, payment will be made to the bereaved family according to certain requirements.
5 Lump-sum compensation for bereaved family
If an employee dies due to a certified disease and there is no bereaved family to receive compensation for bereaved family members, a lump-sum payment is provided to a certain range of bereaved family members.
6 Funeral expenses
In the event of death due to a certified disease, it will be paid to the person conducting the funeral.
Renewal of certification
If you have a Pollution Medical Record Book and want to continue to receive the application of this system, you need to apply for "renewal" before the end of the certification validity period (3 years). Also, if you no longer need to be covered by the Pollution-related Health Damage Compensation System due to being cured of a certified disease, etc., please indicate your intention through the procedure.
At the end of the month, 4 months before the end of the certification validity period, we will send a "Certification Renewal Notice" to those who fall under this category. If the validity period of the certification expires without applying for renewal, the certification will be lost. Please note that you cannot re-certify.
Review of degree of disability
Recipients of Disability Compensation Fees (those with a degree of disability ranging from Special Grade to Grade 3) are required to review their degree of disability once a year. Four months before the deadline for review, we will send a “Review of the degree of disability” to those who are eligible. Please note that if the submission of documents for review is delayed, payment of disability compensation expenses will be temporarily suspended because the degree of disability cannot be determined.
Even if you do not currently have a disability grade, you can apply for a revision of your disability grade at any time if your medical condition worsens. (re-billing)
In addition, even if the medical condition of a person who already has a disability grade deteriorates, you can apply for a review of the disability grade at any time. (revision request)

About medical allowance
The medical allowance will be paid based on the request of the certified person. In addition to hospitalization and outpatient visits (including online and telemedicine consultations) due to certified diseases, home visits and home-visit nursing care are also covered by the medical care allowance. In addition, if you are hospitalized for a disease other than a designated disease (hospitalization for other diseases), if you receive medical treatment for a designated disease, the number of hospital visits will be counted. Claims can be made from the first day of the month following the month in which medical care was received. The medical allowance will be paid on the 15th of even-numbered months (if it falls on a weekend or holiday, it will be paid earlier) if the bill is received by the end of the month in odd-numbered months. To make a claim, please fill in the necessary items on the “Medical Care Allowance Claim Form” in the attached file below and submit it. In addition to mailing, please submit to the Pollution Health Section on the 1st floor of the Public Health Center or to each Health and Welfare Center.
Payment conditions (applicable to all)
- Those who have been hospitalized for one or more days in a month for a certified disease, or those who have visited hospitals (including hospitalization for other diseases, house calls, and home-visit nursing) for four or more days.
- When the number of days of hospitalization/hospital visits has been confirmed by sending a detailed statement of medical expenses to Itabashi Ward from the medical institution where the patient was examined.
Notes
- Even if you send us a claim form for medical treatment allowance, we will not be able to pay you if you do not meet the payment conditions. In that case, we may return the invoice.
- Payment may be delayed if there is a delay in submitting the medical fee statement from the medical institution.
- Medical Allowance cannot be claimed after 2 years from the month following the month in which the medical treatment was received.
Influenza vaccination cost subsidy
We will subsidize the self-pay amount when you receive an influenza vaccination.
You can make a request by April 2nd (must arrive) for vaccinations from October 1st to March 31st every fiscal year.
