Involuntary unemployed persons are eligible for reduced National Health Insurance premiums

Unemployed under the age of 65 on or after March 31, 2009, and is certified as a specific recipient of employment insurance benefits (e.g., separation from employment due to bankruptcy, dismissal, etc.) are eligible for a reduction in national health insurance premiums upon notification.
Those whose code number in the reason for separation from employment column on the Employment Insurance Qualified Recipient Certificate corresponds to the "List of Eligible Codes" in the table below are eligible.

Temporary operation to prevent the spread of new coronavirus infections

From the viewpoint of preventing the spread of new coronavirus infectious diseases, for the time being, in principle, notifications are to be sent by mail. For this reason, we are also temporarily accepting applications for notification of reduction of national health insurance premiums, etc. for involuntary unemployed persons by mail.

procedure

Things necessary

  • Employment Insurance Qualified Recipient Certificate (Made by the Public Employment Security Office (Hello Work) and issued to eligible recipients of employment insurance. It will not be issued unless the individual applies and is not qualified.)
  • National health insurance card
  • My number (personal number) confirmation documents

"My number (individual number) confirmation documents" are my number cards (individual number cards), notification cards, etc.

  • Regional offices will not accept applications.

Reception time

Weekdays from 8:30 to 17:00

  • We do not accept applications at the extended window on every Tuesday and the holiday window on the third Sunday of every month.

When notifying by mail

Notification of reduction of national health insurance premiums, etc. for involuntary unemployed persons is also accepted by mail as temporary operation.
Please enclose the following four items and mail them. (Note)

  1. Copy of both sides of Employment Insurance Qualified Recipient Certificate
  2. Copy of national health insurance card
  3. Copy of my number (personal number) confirmation document
  4. Notification of reduction of national health insurance premiums, etc. pertaining to involuntary unemployment with the necessary items filled in

About reduction

Employment income used in calculating insurance premiums

Only the previous year's salary income of the target person is reduced to 30/100 and calculated.

Reduction period

From the month to which the day following the date of separation from employment belongs to the end of the fiscal year following the fiscal year to which that month belongs. (Until the day you lose your eligibility for National Health Insurance if you enrolled in another insurance within the applicable period.)

As a result, there are cases where information sharing using My Number cannot be done on the same day or it may take several days, and there are issues such as serious delays in administrative processing. Regarding Nakano Ward's National Health Insurance business, please continue to bring your employment insurance certificate until this issue is resolved even after the full-scale operation of information sharing begins.
