About summary of child allowance

The child allowance system is a national system with the two objectives of "stable life at home" and "healthy growth of children who will lead the next generation of society".

Target audience

Those who live in Katsushika Ward and are raising children up to the completion of the third year of junior high school (the first March 31 after the day they reach the age of 15) . Children living in Japan, excluding students studying abroad.
・The claimant will be the one with the higher income (the one with the higher income) who is able to maintain one of the livelihoods of the father or mother.
・If you are a public employee, please apply for child allowance at your place of employment. (National universities, independent administrative agencies, etc. are excluded.)
・For children in child welfare facilities, etc., the allowance is paid to the director of the facility.

Income Restriction Limit/Income Upper Limit Table

There is an income limit for child allowance. Even if the income limit is exceeded, the allowance (special benefit) will be paid.
However, from the allowance paid in October 2022, if the income of the person raising the child is more than "(2) Income upper limit limit" in the table below, the allowance (child allowance and special benefits) not paid.

Receipt and application of child allowance

An application is required to receive child allowance. In addition, the allowance will be paid from the month following the month in which the application was made. If the application is delayed, no retroactive payment will be possible.

Please apply by the end of the month of the date of birth and the date of moving into Katsushika City (scheduled date of moving out of the previous address). If your date of birth or date of moving into Katsushika City (scheduled date of moving out) is in the latter half of the month, if you apply within 15 days from the next day, the application will start from the month following your date of birth or the date of moving into Katsushika City (scheduled date of moving out). 5 Children's health insurance card
・In the case of a birth, you can apply with the health insurance card that the child plans to enroll in (e.g., the father's health insurance card if the child is dependent on the father).
*If you apply by mail, please attach a copy of your health insurance card.

6 Individual Number Confirmation Documents
・Please present either one of the Individual Number Card, Notification Card, or the original copy of the resident record with the Individual Number.
*If applying by mail, please attach either a copy of your Individual Number Card or notification card, or an original copy of your resident card with your Individual Number.

7 Identity verification documents (not required if you have an Individual Number Card)
・Identification documents such as a driver's license or passport are required.

8 Others
・After November 13, 2017, submission of the original income certificate (taxation/tax exemption certificate) can be omitted. Regarding proof of income, information will be linked with the relevant municipality based on the My Number listed on the certification request form.
・Regarding the claimant's health insurance card, if you have a health insurance card other than a national public employee mutual aid association membership card (including a Japan Post Mutual Aid Association membership card) or a local public employee mutual aid association membership card, and are enrolled in the employees' pension. For those who do, it is possible to omit it after June 1, 2020.
Based on the My Number listed on the certified bill, information will be shared with pension-related organizations.

When a second child or later is born

If you have a second child or later, you will need to apply for a revision of the allowance. The application can be made together with the birth certificate.
Please apply by the end of the month of the birth date. If the date of birth is in the second half of the month, the allowance will be paid from the month following the date of birth if the application is made within 15 days from the next day (exception on the 15th).

If you live separately from your child

If you are living separately from your child, you need to submit a separate "Petition for Custody". becomes.
From July 2nd, 2018, it is possible to omit the submission of the child's certificate of residence and the certificate of items recorded in the certificate of residence. If your child lives outside of Katsushika City, we will coordinate information with the municipality where your child's resident card is located based on the My Number listed in the application for custody of the child. About the status report

For those who need it, the Child-rearing Support Division will mail a current status report to the recipient at the end of May, so please submit it by the end of June. If the submission of the current situation report is delayed, the payment in October may be delayed. If you do not submit the current status report, you will not be able to receive the allowance, so please be sure to submit it even after the submission deadline.
